OAuth consent screen verification

Hi.
We submitted our verification request for new scopes (Google Sheets) around 14 months ago (Our domain was verified before that). The person responsible for following up and getting the verification (The owner of the only email in the Developer's contact information) left the company shortly after that.
A few weeks ago, we discovered new users are getting 403 when trying to consent for the Google Sheet scopes. We then found out it was due to maxing user cap. We then shortly re-submitted the verification request with new emails.

It has been over a month since then, and we didn't even get the first email from the Trust and Safety team. How can I contact Google support with a free plan of Google Cloud or restart the verification process without any problem for our current users?
