Our Postgres SQL instance has been stuck in "Under Maintenance" mode for over an hour

We started up our Postgresql SQL instance and within 3 minutes received a "An unknown error occurred" message and it's been stuck in "Under Maintenance" mode for over an hour now.  We have no ability to restart, edit, delete the instance.  How do we move forward?

I looked this morning and it's back up.  I gave up after waiting over 2 hours.  Perhaps Google was having some kind of outage or issue.
